Hot fix for some cases were drivers were able to set status "Checked In" on shipments that are completed.
Added options for requirements on type of documents that are required to be uploaded by driver on Check Out
Made small adjustments to Billing Charges tab under Shipments to be more user friendly.
Made adjustments to Stop Point Inventory Counts (Reliability)
Added the ability to drivers to be marked Hazmat certified
Added the ability to mark Shipments as Hazmat Required
